The Ministry of Finance (MOF) of the Commonwealth of The Bahamas (hereinafter referred to as the “Borrower/Beneficiary”) has received a loan No. 4978/OC-BH from the Inter-American Development Bank (IDB), to finance the cost of the Reconstruction with Resilience in the Energy Sector in The Bahamas Program, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes:
- Analyzing the impact of integrating solar PV plant(s) in the East Grand Bahama grid (load/power flow analysis; short circuit; grid stability (angle, frequency, voltage); transient; dynamic; grid protection studies), to assure that the project does not create reliability, power quality and security issues in the grid, while proposing alternatives to mitigate potential disturbances to the grid.
- Deliver an Inception Report and Interconnection study Report for East Grand Bahama.
The following five locations have been identified: Freetown, High Rock, McClean’s Town, Sweeting’s Cay and Water Cay with Q2 2023 as the intended date of the engagement of the consultancy.
The Ministry of Finance, via its Project Execution Unit (PEU), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by briefly highlighting the following areas:
- Previous experience in the last 2-3 years on renewable energy projects and specific experience in integration studies with the grid.
- Previous experience in the energy sector in The Bahamas, the region and with the IDB or other International Organizations are highly desirable.
- A short technical methodology (3-4 pages), to indicate the firm’s capabilities and skills to deliver the required advisory services, including activities.
Consultants will be selected using the method of Selection Based on the Consultants’ Qualifications in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
